Andy Flacks retired from the federal government in June 2014 after 36+ years of public service, of which 27 years were with the Department of Veterans Affairs (DVA) and 9+ years were with the Department of Health and Human Services (HHS).  A proven leader, Andy was recognized for among other things, the initial federal public health and medical response in Louisiana after Hurricane Katrina, and for the management of federal medical personnel in New Orleans during the first Mardi Gras, post Katrina.  He also managed the Continuity of Operations program at HHS and had also served as the liaison between DVA and HHS.  Andy also was the lead senior federal official responsible for public health and medical support to New York. New Jersey, Puerto Rico and the US Virgin Islands.  Deployments included support for 9/11 operations, the 1996 Olympics, as well as DVA/Department of Defense (DoD) contingency planning in support of Operation Desert Storm/Shield and most hurricanes and natural disasters during the time of his federal service.

In September 2014, Andy established Flacks Consulting LLC, a management consulting firm of which he is the Principal.  Since the inception of the firm Andy has helped launch a major fitness business in Baltimore; consulted on the reorganization of one of the premiere mental health/substance abuse practices in Baltimore and has worked as Government Relations Manager for an international corporation recognized as a leader in the field of remote patient monitoring/telehealth. He is currently consulting with a telemedicine start-up offering a groundbreaking wound management solution.

Andy is co-founder of Excelsis Industries, a Baltimore based hair-care company and  is also a co-owner of Arrowwood Shepherds, Inc. Located in Woodbine, MD Arrowwood Shepherds is the premiere dog training operation on the east coast, specializing in canine behavior modification and competitive training.

Andy earned his MBA in Health Services Administration at Wagner College in Staten Island, NY in 1979 after receiving his Bachelor of Science degree in Public Affairs Management from Michigan State University in East Lansing, MI in 1976.

A big believer in volunteerism and giving back to the community, Andy is past Chair of the Baltimore City Public Schools Ethics Panel and currently serves as Vice President of the Board of Directors of Federal Hill Main Street a 501(c)(3).

Born and raised in New York City, Andy is married with two children and is a proud resident of Baltimore, Maryland.
